In exchange, the Biden administration freed convicted arms dealer, “Merchant of Death” Viktor Bout to Russia. Meanwhile, retired Marine Paul Whelan, who has spent about 3 years more in Russian detention than Griner, said he is “disappointed” that the administration did not do more to bring him home.
