2020 Democrat presidential candidate Tulsi Gabbard said during a town hall Monday in Fairfax, Virginia, that Nancy Pelosi ripping up the State of the Union address did not warrant an ethics complaint, as filed by Rep. Matt Gaetz (R-FL). However, Gabbard added that she “would not have done what she did.”
