Simple , after tier 6 you can remove the lower tiers .

I think keep the same cost to remove tier (5 for 1 , 6gold to remove 2 … ) Will be balanced.

Pro : give more complexity to game , allow some more discussion making . Con : “getting only high tier units from rerolls, sounds not balanced ”

well it’s like tiering up in mid-game if you use all your gold to remove tiers you’ll fall behind .

Most builds still use most tier 3 units so won’t remove them .

Why even change it? : So tiering up cost decreasers will still have a use (for example , chenvaala , owdin , darkmoon prize , pirate dude , great deal , others )
